There is no such thing a as a transit visa but only a tourist visa valid up to 90 days with multiple or single entry.
Now you have 4 hours transit in Ho Chi Minh City Airport, you need to clarify:
1. Will you stay inside the airport without leaving the transit area?
2. Do you have 2 separated self transfer flights?
3. Will you have to leave the connecting to collect the lugguage and checkin again in Ho Chi Minh City Airport?
If you leave the airport to visit the city, you will need a visa;
